9月6日，国家邮政局批准联邦快递（中国）有限公司（简称联邦快递）、优比速包裹运送（广东）有限公司（UPS）经营国内快递业务。这是2009年《中国邮政法》实施以来，外资快递企业首次获得国内快递业务牌照。　　“两家巨头短期内在国内快递业务上对国内快递公司影响不大，它们的网络布局还需要一段时间来完善。受冲击最大的应该是顺丰和EMS，其次就是传统货航的国际货运。”民航货运专家刘海明在接受《投资者报》记者采访时表示。　　外资快递把控高端市场　　根据国家邮政局发布的公告，联邦快递和UPS此次获准经营国内快递业务的地区仅限于部分大城市。　　其中，联邦快递首批获准经营国内快递业务的地区包括上海、广州、深圳、杭州、天津、大连、郑州、成都8个城市；UPS首批获准经营的地区包括上海、广州、深圳、天津、西安5个城市，获准的业务范围包括除信件之外的国内快递业务。　　“客观来讲，这个国内快递牌照的法律意义大于现实意义。”刘海明认为，基于联邦快递一贯坚持的“先摸底，再置换”的较为谨慎的策略，“摸底还需要一段时间”。　　联邦快递传讯部工作人员在接受《投资者报》记者采访时称，“拿到牌照的消息才公布几天，目前公司还没有新计划出台，一切业务照旧。”　　刘海明认为，出于舆论影响的考虑，此次获批的两家外资快递企业近期内“不会有太大动作”。　　“大动作”虽未显露，但这两家巨头在国内快递业务上实际已低调布局多年。1995年，联邦快递以6750万美元收购当时惟一可以直飞中美的常青国际公司，成为第一家提供由美国直飞中国的国际快递物流公司。　　随后，联邦快递凭借其垄断技术以及覆盖全球的航空、陆运网络，迅速成为中国境内外规模最大的国际航空速递商。为打通国内市场，建立起与国际市场相连接的地面网络。联邦快递从2007年开始推出国内服务，目前其国际快递及国内服务覆盖全国200多个城市，并在全国58个城市设有投递地点。　　与之类似，UPS在上世纪90年代以香港为卸货基地，利用中国的邮递商向内地发送包裹和货物，低调地进入中国市场。随后，通过与国内快递、航空公司的合作，UPS正式进军中国，并于2008年和2010年分别建成上海国际转运中心和深圳亚洲运转中心。　　在中国的国际货运业务上站稳后，UPS开始布局在中国的国内快递业务。今年3月，UPS公布了收购欧洲第二大快递公司TNT的计划。业内人士分析，收购完成后，TNT旗下的天地华宇所拥有的公路快运网络将加速UPS布局国内快递业务。目前，UPS已在31个城市建立起经营网点。　　据国家邮政局官网公布的《2011年邮政行业发展统计公报》显示，全年国有快递企业业务量完成10.8亿件，实现业务收入271.1亿元；民营快递企业业务量完成24.8亿件，实现业务收入374.5亿元；外资快递企业业务量完成1.1亿件，实现业务收入112,tnt国际快递电话.5亿元。　　虽然，外资快递企业业务量市场份额仅占3%，但收入市场份额却占比达14.8%，充分显示出外资快递企业在高端市场的影响力。　　此次获准经营国内快递业务，业内人士也普遍认为这两家国际快递巨头将进一步给国内中高端快递市场带来冲击。刘海明也认为“顺丰的商务函件等市场将受到影响”。　　一名不愿具名的顺丰市场部工作人员在接受《投资者报》采访时对此种说法不以为然，“它们可以开展业务的城市目前还很有限，在异地快递上可作为的空间很小。除网络外，我们在人工费上也比它们有优势。”　　国内传统航空货运将被迫转型　　与面对国际巨头依然保持自信的民营快递企业相比，国内传统航空货运企业则普遍感受到压力。　　早在今年7月，当联邦快递和UPS递交国内快递经营许可证申请后，中航协就曾以担心其变相获得“第八航权”和形成垄断为由，极力阻止相关部门批准外资快递获牌照。　　“2011年年底，FedEx（联邦快递）全球拥有飞机692架，卡车4.59万辆；UPS全球拥有飞机523架，卡车约9.49万辆。而中国快递公司飞机最多的顺丰现在也就30架左右。很显然，这样的规模效应即使国内三大货航（中货航、国货航、海航）联合起来，到‘十二五’末都未必能达到。”刘海明对记者表示。　　除运力之外，联邦快递还加强了地面操作中心的建设。今年7月初，联邦快递完成扩建其位于上海浦东国际机场的口岸操作中心。建成后的中心总占地面积达17375平方米，比原有面积扩大近50%。此外，扩建后的操作中心每小时货物分拣能力最高可达9000件，较以往效率提高50%。作为联邦快递在中国最繁忙的操作口岸之一，中心每周操作68个航班进出上海。　　据中国民用航空局数据，截至2012年4月，中国境内已颁发公共航空运输企业经营许可证的航空公司46家，其中全货运公司10家；港澳台地区的航空公司香港4家，台湾6家；共有106家外国航空公司飞中国内地，其中全货运公司18家，客货混公司12家。　　据了解，境内传统航空货运目前大多延续航空公司与快递企业合作的模式，航空货运企业负责航空货物运输，快递企业则发挥地面运输服务的优势。　　而联邦快递和UPS与之不同，它们并不仅仅发挥传统航空货运公司的功能，还充当综合的全程物流服务商，几乎能实现供应管理的全部功能。　　“这些国际巨头在产品设计和网络布局上灵活性更大。它们此次获得牌照将迫使传统货航加快转型速度。”刘海明预测道。■ 相关的主题文章： DHL老将商强领导亚太区航空网络运营和空运业务 业内称国内快递走出国门尚需20年 Tianjin Port will build an international logistics

　　一、乱在哪里？ 　　国内电子商务的发展催生了快递业的繁荣。目前中国快递业市场规模排名世界第三位，仅次于美国、日本；截至2012年6月底，我国快递业已实现连续16个月增长速度超过50%；目前依法取得快递业务经营许可证的企业已经超过6800家，国际快递巨头也纷纷抢滩国内的快递业务，布局国内市场。伴随着快递行业的快速增长，快递企业的投诉量也居高不下，目前已成为消费领域投诉的重灾区，网购快递服务的整体满意度仅为39.8%。2012年12月底，央视对快递企业出现的各种乱象进行了曝光。 　　明知禁运仍照运。在顺丰速运、圆通速递、宅急送等官网上都列出了违法禁寄的物品名单。但在实际操作过程中，绝大多数快递企业对于非航空邮件不会进行任何安检，仅靠快递员个人的自觉性对快件的安全性进行把关，导致一些危险物品照常被递送。这种言行不一的违规操作行为反映了快递企业对取件环节缺乏监控与人员素质方面的问题，虽然能够暂时为企业增加一定的业务量，但无疑是给自己埋下的一枚枚"地雷"。一旦发生安全事件，对企业自身品牌与后续业务都将造成恶劣影响。 　　分拣运输很暴力。虽然快递企业制定了一些规章制度，并利用摄像头等设备监控作业现场，但操作人员普遍无视这些规章制度。在进行分拣、码放等操作时随意性较大，在节假日业务量增大时则更甚。分拣运输环节暴力操作的风险直接转移到下一个配送环节，滋生了快递企业"先付款后验货"的霸王条款，并导致很多快递企业缺乏底气推行"先验货后付款"。 　　延误晚点成常事。由于业务需要，大部分快递企业在全国各地以及某些重点城市都设置了多个站点。但由于业务的迅猛增长、不同站点之间的业务量不均衡、以及快递企业内部配套管理的滞后（比如不同站点的人员调配不及时、某些站点人员的交通工具落后等），导致取件和递件的时长很难固定，加急或者近距离的快件也难以保证及时送达。而且在延迟递送的情况下，快递企业没有提供相应的通知与安抚等服务，从而引起消费者的强烈不满，严重影响快递企业的品牌美誉度。 　　违法操作不稀奇。快递企业出现的种种怪状让消费者叫苦不迭，比如某些员工私自变卖无着件、拆包调包，甚至盗窃消费者的贵重物品、贩卖消费者信息等等。这些现象已经超出了企业服务质量优劣的范畴，而是涉及到是否在合理合法地提供服务的问题，同时也折射出快递企业在近年来的高速发展中内部管理方面问题的严重性。 　　赔付基本不可能。快递企业在赔付问题上一直遭人诟病：快递员、加盟商、分公司以及公司总部不同主体之间权责不清，相互推卸责任；对赔付调查过程没有明确规定，经常跟消费者打"持久战"；赔付时不以消费者的客观损失为依据，而只赔付运费或者运费的3到5倍，甚至以各种理由拒绝赔付等等。如此低的赔付成本成为某些员工轻易进行违规或违法操作的理由，一定程度上甚至刺激或诱惑某些员工铤而走险，同时快递企业也难有足够的动机付出"额外"的人财物成本来加强内部管理、提高服务质量。 　　二、谁的责任？ 　　众多的乱象集中反映出快递企业对服务质量的忽视，为什么快递企业会出现以上这些问题？赛迪经略认为，主要有以下三方面的原因： 　　需求远超供给，服务提升没有动力。短短几年的时间内全国快递企业的业务量迅猛增长，从以下几个数字可以窥见一斑：行业日均处理量增长到1300万件；业务量年均增长率高达27.23%；2012年"双十一（光棍节）"期间，从11月11日中午12时到11月12日中午12时，申通快递全国的收件量就达到600多万件....市场需求远远超出了行业供给能力，很多快递企业的现有能力难以跟上需求增长，但为了避免错过行业"井喷"的黄金时机，选择以超出自身业务承受能力的模式运转，因而不可避免地出现一系列的问题。 　　外部监管体系建设滞后，没有形成有效约束。快递行业的政府监管还处于刚刚起步阶段。一方面相关的法律法规不健全，这体现在缺乏相应的法律法规、现有法律法规的内容不够完善、以及没有与关联的其他法律法规实现无缝衔接，造成法律法规上的漏洞。另一方面邮政局、工商部门、消协等政府管理部门的资源配置明显滞后于快递行业的发展速度，导致监管显得力不从心。外部监管的滞后，使得某些快递企业在有意无意地越界操作时没有受到应有的处罚，从而更加肆无忌惮。 　　企业自我管理存硬伤，难以提供高品质服务。快递企业自身应该主要为目前的各种乱象负责。在业务量快速增长的背景下，很多快递企业强调服务的量而忽视了服务的质以及支撑服务质量的内部配套管理建设。总体而言，赛迪经略认为，快递企业自身主要存在三方面的"硬伤"：一是对于快递业务的理解仍然停留在浅层次的"递送包裹"层面，没有上升到"递送服务"的层面。没有形成一套系统完整的快递服务体系，没有建立"深度服务"的理念，导致业务过程漏洞百出。二是内部管控严重滞后，远远无法有效地支撑业务的快速发展。一些快递公司已经在尝试进行内部管控，但在管控内容方面比较零散，没有以业务流程为基础建立系统的管控体系；在管控力度方面没有采取切实有效的措施保障相关的规章制度真正落实到位；在管控范围方面随着分支机构或者加盟商的不断增多，对分支机构特别是加盟商的管理松散、缺乏足够的约束力,快递购物。三是人员选用育留方面问题频出，没有建立科学的可持续的人力资源管理体系。很多快递企业普遍存在人员相对短缺、员工整体素质偏低的问题；虽然快递企业不断提高工资水平试图留人，但人员流失率仍然居高不下，整个行业的平均流失率达到50%，有的企业甚至高达70~80%，临近年底快递企业更是集体遭遇"用工荒"。 　　三、如何突围？ 　　作为快递企业，如何尽快摆脱乱象，实现成功突围？赛迪经略认为，虽然政府主管部门有监管之职，需要进一步加强监管力度，为快递企业构建一个良好的外部环境。但快递企业的自律与自强才是保证企业能够持续快速发展的核心因素，需要加强自身建设，加快升级服务质量，将自身打造成最具备服务能力的快递服务提供商。具体来说，应重点做好三方面工作： 　　打造精细化的高质量服务体系。快递不仅仅是递送包裹，而是送服务。赛迪经略认为，快递企业应该转变服务理念，一方面在对消费者的需求与关注的核心价值进行深入分析的基础上，围绕取件、分拣、运输、配送的快递业务流程建立全流程、全方位的服务体系，同时通过对实际业务开展中问题的总结与改进，为消费者提供多样化的、精细化的服务内容。另一方面，快递企业可以从不同角度挖掘不同细分市场的需求，为消费者提供更为个性化、人性化的深度服务，从而形成企业新的业务增长点。 　　建立严格的一体化内控体系。在管控内容方面，快递公司需要在对取件、分拣、运输、配送整个环节进行细致梳理的基础上进行流程再造，并顺应业务的完整流程来设置岗位、配置人员、布局设备工具等，依靠流程的内在牵制力量尽量减少人员的违规或违法操作。在管控力度方面，在建立规章制度与开展相应措施的基础上，快递公司还需要加强对执行过程的监控力度。设置专门的组织机构负责日常监控工作，奖优罚劣。在管控范围方面，利用信息化系统动态监控各分公司与加盟商的日常业务运转情况，加强一定区域范围内资源的调配；协调各方利益，摸索对分公司的管理模式及与加盟商的合作机制。 　　尽快建立科学的人力资源管理体系。在招聘方面，转变招聘理念，避免"饥不择食"，在招聘过程中始终坚持统一的招聘标准；并在进一步扩大招聘渠道的基础上，不断摸索适合于一线员工的招聘方法。在培训方面，增加培训投入、建立企业自身的培训体系，打造一支快递业的"正规军"；重点从提升对快递工作的认同、掌握基本的快递业务知识与行为规范三个方面开展一线员工的培训工作，同时主要通过内部培养出一批熟悉业务和流程的中高层管理人员。在激励员工方面，可以考虑除增加工资以外的更多样化的激励方式，比如在企业内部建立员工职业发展通道、评选年度"优秀快递员"、举办"技术比武擂台"等，实现物质激励、精神激励与工作激励相辅相成。在降低流失率方面，快递企业可以增加一些有助于改善员工生活环境的福利；并从企业内外部着手，建设充分尊重、强调一线员工对企业价值的内部文化，有意识地在外部公关与宣传时强调快递员的正面形象，久而久之提升一线员工的社会地位，使其获得一种职业自豪感。 相关的主题文章： 天津港将建成国际物流中心和资源配置中心 国际行李托运与国际快递的区别在哪里 Express the scale of the world's third rebellions
